If you haven't already done so, check out Digikam (www.digikam.org).  Absolutely fantastic photo management software - which includes ability to upload to Flickr.  It doesn't yet do Tag Autocompletion that I'm aware of, but if you tag your photos for local use, it is really simple to use.  Can also set Flickr privacy settings, and automatically resize on the fly if required.  It's also under  active development - new features regularly.  (Latest is a very handy "Light Table" for comparing similar shots.)</description>
